Wraps Don't Transfer with Save Files

I couldn't find any info regarding this so I just wanted to check and see if this is true or if there is a way to retrieve local wraps.

Problem: On my old save, I created a wrap and later on I then decided to restart the game. I picked the same vehicle and went to the wrap library, however, the library is empty. Inside my wraps folder, there is a saved wrap and if I put the old save back into the saves folder and load it, I can still view and edit the old wrap. But again, place in the new save, and the wrap doesn't even seem to exist anywhere. 

Question: So what exactly is going on here? Does NFS Heat not scan the wraps folder or something? Is there any way for me to load in the wrap with the new save or am I just screwed. I tried uploading but unsurprisingly, I couldn't find it anywhere in the latest 1000 wraps.
