@TheN00bIsPlayingWhy would a roll cage upgrade increase the horsepower by any level? Why should you keep the current parts you have when you swap engines? The nitrous accelerant guide is a realistic way of looking at nitrous. This is an arcade game and it's not meant to have a realistic way of doing things. NFS has always been this way. I dont see any correlation with the ECU and killswitch jammer. Cops being rubberbanded has always been a thing. They were like that in any NFS with cops in them. I do like the impound part though.
Edit: I was just thinking, by HP I think you meant "hit points". If that's the case, disregard that part.

It's meant to take away some horsepower due to weight.
The first level would mean a basic, heavy roll cage.
Upgrading it would mean it uses lighter and stronger materials, thus reducing the speed and acceleration penalty.
Engine Swap: You can do that anyway, it just takes longer. Before the engine swap, you swap out all current parts, then do the Engine Swap and then add the parts again.
NOS: The idea is to get some proper boost since at all levels, it barely does anything.
I also think the whole idea about all the NOS being used once triggered, is kinda stupid.
ECU & Killswitch Jammer: The Killswitch destroys the ECU. Killswitch jammer would help protect the ECU from electric surges.
COPS: actually, rubberbanding has been a general, race-related, AI issue with all NFS games but rarely with the cops.
