    The issue was solved. I realize that I didn’t check my CPU temperatures and it was overheating so I caused the thermal throttle after fixing that I was able to get 60 to 80 FPS just like it’s supposed to run.

Maybe your issue can be explained by your use of a workstation CPU rather than a 'consumer' CPU.
