Having the same issue. Playing on PS5. Best I can remember I didn't try online until playing story for a couple days. I was able to pick my preferred base character model but could not change any options beyond that. And after I chose that character I couldn't choose other models. I've reinstalled, tried an old cloud save, etc. Nothing works. Just want to customize my character so I can play.
