Same issue here, with an RTX 4090 and LG OLED. HDR doesn't kick in at all. Works fine in all other games and NFS Heat.
Best I've managed so far is to force a 10bit swap chain with SpecialK - the resulting picture was much too dark though (because the game is not outputting HDR properly). Any attempt to force a 16bit scRGB swapchain results in an immediate crash.
Please fix this EA :-/
EDIT: oh, and I have flashed the updated vBIOS onto my card.

I can confirm that the most likely reason HDR isn't working is because of the 4090rtx. I was able to have HDR work perfectly on my 3080 computer but it doesn't activate on the 4090.
The only other possible reasons there might be issues is that one is 3080 is using windows 10 and is hooked up to a LG C9 and the 4090 is using windows 11 and is hooked up to a LG CX.
So with that being said most likely nvidia needs to make an update or motherboard bios needs and update. I notice this issue also happens in Callisto Protocol however it isn't happening in other HDR games. For instance Cyberpunk 2077 looks amazing with HDR.

I think you are right about RTX 4000 series.
HDR works perfectly on my RTX 3080 laptop, but it does not work on my RTX 4080 desktop and no workarounds help.
Both tried on two different TV's and result is same with RTX 3080 HDR working and RTX 4080 HDR NOT WORKING.
Either Nvidia or Criterion needs to update something :S- 3 years ago
This has spuriously started working for me today. I didn't do anything special to make it work. Weird! It's working reliably too, survives reboots etc.
I didn't notice any game or driver updates come down since the last time I tried this.
Anyone else?
7950x, 64GB, RTX 4090 (latest vBIOS)
EDIT: Ok, it looks like the reason for this is that the driver is broken, as I've lost the ability to turn on DLSS Frame Generation in any game. Very interesting though that HDR starts working in this game if the RTX 40 features aren't available...

Armed with the knowledge above, I've come up with a solution to the issue for those willing to sacrifice RTX 40 features to get working HDR (a fine trade off imo, but it's situational).
- Browse to the Need for Speed Unbound directory (eg C:\Program Files\EA Games\Need for Speed Unbound)
- Rename nvngx_dlssg.dll to anything else (eg nvngx_dlssg.dllX)
...this will have the effect of disabling the RTX 40 features, and also fix HDR. Of course renaming the file back will return the game to its original state.
Enjoy a much prettier looking game 40 Series fam 🙂
EDIT: just to preempt the question, the DLSS upscaling and Reflex features should still work fine with this change,
