My wrap library isn't loading

I have about 60 but its not an issue of my library being full. I've thought of that and empted my wraps file and the same warning pops up. The game says that it can't access my library from the server, i've been having this issue for months so it can't be an issue from my connection. Also i did a live chat with a ea stuff that didn't help at all. He told me to do a bunch of stuff with my connection and then he told me if nothing works that i shoud delete my could save. The problem is that the cloud saves aren't accessable to the public. I bought this game over other racing game titles because it has an incredible customization system that i can't even use anymore.
