Could you try this on your Xbox:

1. Fully quit NFS Unbound rather than just returning to the dashboard.
2. Go to My games & apps > NFS Unbound > Manage game and add-ons.
3. Check whether any of the individual add-ons you own are listed there but aren't currently installed.
4. Start the game again and check the in-game Store. In particular, check whether the Vol. 9 Premium Speed Pass gives you an Install option even though it already shows as purchased.

Also, could you confirm whether you're playing on an Xbox Series X|S with the game installed locally or through Xbox Cloud Gaming?

EA_Kuba​  I'm playing on xbox and the car pas says to unlock i need to buy the vol9 to unlock it and I did and restarted it but still says the same thing were i need to buy it and I have the ultimate collection pack and I just looked it up and says I should get evreything from vol 3 to 9 but I dont have much and ive played a bit of it to get pass the tutorial and after evrey restart it get a little bit more unlocked im currently on my 5th restart

The dlc i have 

Palace, keys to the map, robojet, hip hop, trick or street, vol3, vol4, vol5, vol3 store catch up, vol4 catch up, vol5 catch-up, vol 6 catch-up, audi car pack, vol7 catch-up,  Ford darkhorse car pack, Porsche car pack, vol8 catch-up, vol9 premium speed pass(isn't working), ultimate collection upgrade

Thats all I have that says purchased and the only one that I noticed that dosnt work is the vol9 speed pass I have 2 that are locked and it wount unlocked even tho im passed the lock... if that makes since and after checking unsure what cars are missing but I am missing a cop car the 959 porscha cop car witch isn't apart of the unlocks

Evreything says purchased and got it visually confirmed that it says purchased 

Unknown if the other volume packs worked at this point

Do see vol 3,4 and 6 catch up packs worked but nothing else

Some of the additional content in NFS Unbound does still need to be unlocked through gameplay, so purchasing a pack doesn't necessarily place every item straight into your garage.

For example, the Vol. 9 Premium Speed Pass gives you access to the premium reward track, but a number of its rewards need to be unlocked through gameplay. There are also some Vol. 9 Lockdown vehicles that have to be found and successfully extracted before they're permanently added to your multiplayer garage.

That said, if the game is showing the DLC itself as unavailable/not owned even though your platform says it is purchased and installed, I'd like to narrow that down a little.

Could you let us know:

• Which platform you're playing on
• The exact DLC/edition you purchased
• Which specific cars/items are currently missing
• Whether you're checking in Story mode or Lakeshore Online
