My game closed, I reopened it and this error appears
I found a solution on Reddit which worked for me.
Log into the game, disconnect from the internet, reconnect, go back to Unbound and make sure it's in offline mode, and then click to go back online. It should reinstall all the inventory correctly this time. At least, that's how I fixed it. Got the issue a few days ago and that's how it stopped.

I managed to fix these issues by resetting my router it appears there was an error with the router itself in which I was connected to the internet but it still had issues connecting. I turned my router off, unplugged it for 30 seconds and held the power button to get rid of residual current, then reconnected it. I also managed to refresh the network connection and had resolved the EA ERROR: F03.
I hope everyone can take the time to do a hard modem/router reset before continuing to reset like I have!

I am having this same issue were it says (Error F03 / FOD "Inventory could not be loaded") and honestly I dont know how to fix this error.

Summarize your bug After I timed out from being idle for too long, or after leveling up and getting the Range Rover Cop Car (Seeing as how some are reporting a big garage (60cars SP, 64 Cars MP, 4 Cop Car) can be a cause to this issue)
It appear that I can NOT join any Multiplayer races, or modify Visuals/performance, or Buy/Sell Cars.
How often does the bug occur? Every time since that day (100%)
Steps: How can we find the bug ourselves? Getting kicked out online, relaunched the game, try to join a multiplayer game from online garage.
What happens when the bug occurs? Can't Modify or Buy/Sell anything and not able to play online multiplayer.
What do you expect to see? Instructions to be able to play online multiplayer again so i can finish Season 8 Pass.
Troubleshooting steps taken before posting: I have currently uninstalled the game and all the DLC (including the Ultimate Edition Upgrade) Hard Restarted the Xbox (Turned off the system, Unplugged the cable and held down the power button for 30 seconds) Deleted local save files and reinstalled the game and DLC's.

Hello. I have the same problem. "Your Inventory could not be loaded" Error code: F03
I played multiplayer for about 250 hours and everything was fine. I bought dlc and everything was fine too. Now I've logged back into the game, bought all the dlc and everything worked for a while, but at some point I couldn't log into multiplayer because of this error.
I have tried everything that was indicated in the message that I am responding to. I also reinstalled the game. reinstalled all dlc. Nothing helped.

I'm having the same issue except on my ps5 I would really like this fixed before the next update that comes out on my birthday please.
I've been getting F03 every time I try to load into a multi-player session on Xbox Series X. My gamertag is jetfire255.
I did find a potential work around though which seemed to kinda work so I'll outline the steps I took just in case it works for someone else. Since I'm on Xbox I don't know how well it will work for other platforms.
1. Uninstall all your DLC
2. Load into an online session (it works fine for me with only the base game installed)
3. Reinstall all your DLC while the game is running and you are in the online session, this gave me access to pretty much everything from all the packs (as I bought the ultimate collection) except volume 7 stuff for some reason
4. If this works for you, prepare to do it every time you want to play online as it would give me F03 again if I left the session or restarted the game.
