I have the same issue, activating nvidia Reflex latency in on + boost helped quite a bit my rtx 2080 is now running between 180 to 200w ( tdp is 200w I'm on laptop) and fps is more stable even though not as good as it should be I guess
Actually the problem seems to reappear after a few playlist, no idea what triggers it, its pretty annoying
