I have this exact issue since launch, multiple driver updates, different settings I tried everything yet my 3070 still uses at least 70-80w less so in return the game runs horrible. I haven't been able to find any real solution. Shame on you Criterion for this * up PC version.
Just got this game on my new 4070ti build, same issue, Power draw is 200+w for a few minutes then it drops to 100-130w and fps suffers. WTF is up with this game?
