Unable to access packs on Xbox

I have proof of buying all of the packs, yet for some reason the game keep thinking I have not purchased it. I have double-checked and made sure everything was installed correctly, but it is still not working. This has been an ongoing problem with me since At least Volume 6 or 7. I want to enjoy the game and support it, but I cannot play and enjoy what I am paying for (and this is not a digital licensing problem). I can try to uninstall and reinstall but then that just makes me loose more items.
