Thanks for your reports! It could be very well possible that you've reached the limit of maximum vehicles allowed, which is 200.
Also, if you sell cars, you could still be awarded cars to your inventory from the Ultimate Collection, for example.
Could you please double-check by adding up all Single Player cars, Multiplayer cars and cars in your Cop Garage to confirm the total amount of vehicles?
I have only 150 total (single and multiplayer) and yet I'm not getting them, even as a purchasable, this includes the Rap sheet cars as well (I should have the Crown Vic from it but the game hasn't given it to me)
