ADD AN INSTIGATOR PENALTY AFTER CLEAN HITS
Why is it a player can stop play after a CLEAN hit to fight and NOT RECEIVE AN INSTIGATING PENALTY. This is textbook instigating and should be a penalty 10/10 times in the NHL.

- @drtydaddydevito Unbelievable this hasn't been thought of yet. It's almost as if the devs don't watch the sport that they make the game around
