Hooking not being called

Context:  EASHL club games, 3v3.

I've been seeing this a bit, luckily a couple of instances happened at the end of a period so I was able to attempt to grab a replay.  The first clip is blatant.  The second one certainly looks like a hook to me, but I can't be 100% certain it's not an awkward checking animation ( although the third look from the back of the players really makes me thing it's a hook ).   In neither case was a penalty called.
