Wow, I appreciate the openness/feedback. I did not test Ankle Breaker at full speed, I should have considering that's what the description says, that's on me, I'll have a look tonight. Not sure if you can answer this, but do you know if you're supposed to be hustling at full speed for it to activate, or if it can activate as long as you're at or above your maximum skating speed without hustling? That might be too much info for you to reveal though, and if it does in fact work, I should be able to figure that out with my testing.
Also, that 7%/10% info is really valuable, I wonder if that wasn't supposed to be shared, but it kind of opens up some questions for me to review some testing I did on the shooting traits. I came to the conclusion that they boosted power by about 5 and 10 points respectively, but a percentage makes sense too, I'll have to look at my data and see if that also fits.
Oh, also, just in case, all of my videos were taken in Free Skate (from the chel loadouts menu), however I did pull off that same Toe Drag animation in a Drop-in with the same 90 deking and Gold Puck on a String and, from my perspective anyway, it counted out to the same Frame count for the animation, however, it's possible I'm not measuring the animation properly maybe it starts/ends earlier or later than I think, but at least the parts of the animation I'm measuring from/to should be consistent.

Ankle Breaker should active at full speed without hustle.
I made sure I could share that 7% and 10% detail before I did so that's not a problem.

I've tried a few different things with Ankle Breaker, and so far just counting the frames I can't find a difference at least in terms of the speed of any animations that I can consistently reproduce. Tried L1 + Left on the Left Analog stick (stride deke), Total Control's "Square" toe drag (Datsyuk), regular forehand to backhand Toe Drag as seen in the original video for Puck on a String, just normal deking movement (fully extending the stick from backhand to forehand), and even one of the weird dekes you rarely see anyone use (forehand off the outside of your foot back to your forehand), and in the video below, a backhand to forehand loose puck deke.
I'll look to post more videos, but there's one for now.
(PS: On 24 Clubs are busted right now, at least on last gen)

The latest clip was in the Team Practice, offline, rush scenario 5 vs 0 I believe, both characters had 89 deking one with Gold Ankle Breaker one without. (Switched to 89 because I figured if I'm going to test things in increments of 5 I should probably do that all the way and not have the outlier of 95->99 only being 4). The earlier tests were in Free Skate via Club Loadouts.
I've also tested the Toe Drag for Puck on a String in a drop-in and it appeared to be the same speed as the practice mode/WoC free skate, all with 90 deking, with or without Puck on a String. If it's 10% for gold it should theoretically take off 2-3 frames of the toe drag animation but they all appeared to be 27 frames based on my assumed starting and ending points of the animations. I should have more time tomorrow to put together some more detailed clips.
