Why do players stay on ice when the have no energy

Question

Most times my lines change proper but in the most key moments of the game players don't change proper...ie penalty kill you dump puck out change lines cuz there drained and someone doesn't change and cost you a goal against because they have no juice

So still no fix on the line change issue might have to make more noise about the issue.....if only there was a way hmmmm.... #gamerslivesmatter
