Be a pro “rebuilding team”

So does the “state” the team is in ever change? Third year in and I’m on the penguins and we have made the playoffs each year and made it to the conference finals last year but they still say we are a “rebuilding team.” Does that ever change or will we forever be a rebuilding team no matter how much we win?
