Fix the penalties

Ironic that in previous years there were way too many interference calls. To now. No calls to hardly no calls. This i believe all stems from the intro of the shoulder check. Before that. Hits were more readably counted. Now. You rarely are given any. They just cant leave what works alone. Have to either enhance it, or recreate it. In the end. It just becomes another problem that will never be fixed.

I don't have an update on this. As always, we'll have to wait to see if it's handled in a future update.
