Putting Abilities behind a payable upgrade such as season pass is pay to win.

People wanted a reason to play the game last year and the year before so that is what they have done now. It's orange abilities and they force you to have to get rid of one of your blue perks and switch it out for a lesser gold one. It really isn't a "pay to win" feature. Just put in the time and you will unlock it.
