Who told them the puck drops need to be longer?

Genuinely there is no reason for the ref to look back and forth FIVE TIMES before he drops the puck for the faceoff. This seriously feels like it can add five minutes to the total game time. I feel like the previous limit of looking back and forth three times was more than enough.
