This feels like some Star Trek * technobabble. There is no instructions, just recitation of nonsense that seems like it is saying something.
You might as well have said - "Set the proton gliders to full negative then reverse the polarity of the impulse colliders" makes just as much sense.
When posting a solution to something, please do not assume everyone has your skill set.

-- how does one do this and what is the 'specified level'? Where is it specified?

"Set priority to high"
-- priority of what?

"turn off CPU affinity for core 0"
