Okay, it looks like the system specs you have provided seem to be able to run Spore, meaning it should run the creature creator.
But before I tell you where to buy the Creature Creator, I highly recommend you install Spore yourself, since with Creature Creator you only get a small part of the game Spore, which is to just basically create creatures, with Spore you can create creatures, building, vehicles, explore planets, be a cell and much, much more.

Man I went thru all that and It does not work it is slow the screen is buggy can't select anything and worst of all it still messes up my preferences I'm uninstalling please refund my money. Thanks but no thanks.
Uncle808us, this must be an issue with your computer. I am not sure that you was asking for a refund or a fix, but you clearly stated in the OP:

Okay, unfortunely I am not an employee of EA or related to them in anyway whatsoever other than customor. I am merely here to help Spore players such as yourself.
If Spore Creature Creator is not working, it has to be an issue with either your hardware or the software in your computer, or it could be corrupted data in the Creature Creator files, I suggest uninstalling via the Control Panel then going uninstall the Creature Creator, then reinstall it to see if you have issues again. EA Would in no way release a badly broken game to the point of where it is unplayable, I also think you will not be refunded because the game does not have the Origin "Great Game Guarantee".
But please try what I suggested, if you already try it then I suggest you try it one more time, as corrupted files are common in Spore, if that doesn't work, I highly recommend updating your graphic drivers, keeping them up to date is extremely important, you can get them here: http://www.nvidia.co.uk/Download/index.aspx?lang=en-uk
