Nope, the servers are online.
Your mods can cause the problem. Not all mods are compatible with the newer operating systems.
You can try following steps
Move the mods folder on your desktop
Delete the Graphic Cache --> https://forum.spore.com/jforum/posts/list/4721.page
Delete the login.prop --> https://help.ea.com/en/article/account-creation-or-login-issues/

funny thing is it was fine before untill i added a new mod called Titanspore2016 which is a rework for some stuff maybe thats why hmm.. thanks for the tip though ill test it out today when i have the chance

Non of that worked and the site is still messed up i think something is wrong with spore or something is wrong with my game i have it completely reinstalled and everything, Orign is fine and everything

Have you ever played with the game online?!
The Steam version must be registered in Origin, check if the game is already linked to your account on Sporepedia --> http://www.spore.com/sporepediahttps://forum.spore.com/jforum/posts/list/80169.page
If you see that in your profile , then is everything here okay
Check your firewall, Spore should not be blocked.
Old saved games can also cause an error if they are broken
Check your own creations. These can disrupt the process, if a figure is broken
Start the game after reinstall without any "own" content
