I send proof of purchase to your live chat more than 10 times, and every time I was told it was not valid.

I got a refund from Steam instead..
It is true, but it also depends on the advisor you get. The best thing you can do is to continue to chase them up and provide that you have the evidence. it is important that you tell them the CD-Key for the Steam version IS NOT available. You can also make a complaint to the advisor if you feel you've been given a poor service.
The next method is to reach out to EAHelp at X. Make a comment that an advisor hasn't been able to add SPORE (and it's Expansion/DLC if you have them) over to the EA App despite having evidence of this. If you are lucky, you may be able to enter into a DM with them to solve your issue on an individual basis.
