@ELF014I have managed software DEV teams in the past, and my company generally does not give developers leeway to determine what they want to develop. Their roadmaps are entirely dictated by internal and external customers. Of course, I work for a manufacturing company and not a game developer, so experiences may differ.
@7AnimalMotherPretty much the same... upper management would have final say... but the lead developers had a strong voice in the decision. That is unless a heated client lit a fire under someone.
