Missile Toe is my second favorite plant by a great margin, and since I started playing in May, I don't have it yet. If the Halloween plants are any indication, can I expect with certainty that Missile Toe will be made available?
Missile toe will probably be back in the feastivus event around Christmas. 🎅

I collected a lot of seed packets for Jack O'Lantern during October and used it plenty as it was included automatically in the Tournaments, whether you owned it or not, but I wasn't able to acquire it permanently. I don't recall seeing the actual plant available for sale in the store. Was it there this year (2019)? I did buy the Ghost Pepper, but didn't see Jack O'Latern.
If I missed it, is my only option at this point to wait until next October (2020) for another shot at it?
- @GranitStateColin It was for sale during the jack o lantern tournament (and boosterama as well) if i recall correctly. For actual money and not gems that is. And yup, the only way will be to wait for the next lawn of doom event in 2020.

Jack'O Lantern may come back during feastivus event (end dec to early jan), but you can't get it unless u pay it with real money
Note:
- From all premium seasonal plant, witch hazel are best choice imo (second maybe hot date)
- premium non-seasonal plant :
1. gold bloom
2. power lily
3. Imitater
4. Explode-O-Nut
5. E. Peashooter

@Clarionz89, thanks. You find Witch Hazel to be the strongest? From the free trials where I used her, she seemed limited in that she's powerful and impressive in that she can create another premium plant (Toadstool), but really, really slow.
Maybe it's just personal preference, but in general I prefer the plants that can hit many zombies at the same time and keep attacking fairly continuously. Jack O'Lantern is also a bit slow, but he can hit several zombies in front of him at once and does a lot of damage to all of them per attack. Similar with Ghost Pepper, but Jack O'Lantern requires a touch to activate manually Ghost pepper is only single use then needs to be replanted. Of the 3, I found Witch Hazel to be the least useful.
But I only own Ghost Pepper, so I'm happy to be educated on the error of my ways. :-)

Torchwood is also good plant but require peashooter/repeater/three-peashooter/pea-nut to make it become more effective (even so it may kill All-Star Zombie when that zombie charge against it , but cannot kill fire dragon imp and almost share same weakness with E-O-N)..
Witch hazel and enchantmint are a great combination, she strikes as soon as you plant her and can create more plants, especially toadstool.
She used to be great at killing cardio and z mech until EAvil devs nerfed her.
Yes her firing rate is a slow 12 seconds but she does recharge quickly.
