This game was released in 2013 and it needs to be able to run on earlier devices (with less powerful GPU) so I guess 30Hz refresh rate was chosen by design.
Judging from the many reports posted here with game not starting up or crashing I think you should be thankful that it starts up and works on your device.

...It could and it was done even higher than 60fps at 144fps!
However this was not done officially by PopCap but by the talented PVZ2 fans.
Just google PVZ2 60fps and check it out for yourself.
