Please help with this is it because of the cross progression?

I recently loaded and I got up to 33/36 in the event for shadow society that I had now im having issues that I actually went back in progress I also have the steam receipts for this and now all my progression returned to  22/36 and also my event packs are no where to be seen im missing 3 of them
