This is an old bug which has been around for a long time.  Have your tried putting your device into flight mode (to disable internet data) before entering the shop? And once you are in the shop, you can turn the flight mode off and it should allow you to view the shop offers as normal.   This workaround has been proven to be working for quite a lots of players and I hope it solves your problem too.
