You're saying that without access to old device there's no solution and support can do nothing about this huge issue? I have to replay the entire game to unlock all the plants and upgrades, including exclusive plants like explode-nut, again?

No.
I was just stating the fact that my self-help remedial suggestion in post 8 was meant for someone who still have access to the old device.
If you have no access to the old device then the obvious route is to contact EA Help center for further assistance.
