Please report to them as missing content so they will get the right staff to assist you.
I attach an image of my recent missing content report to help you out.
EDIT: in your case, you should select Had content and lost it.

@PowerToss This could be a regional offer, I do not have that on mine neither.
Currently I have Electric Peashooter, Pyre Vine and Explode-o-nuts.
I have just seen the post on subreddit, it seems that Shadow Peashooter is going to be available to everyone tomorrow.

FYI: According to Haem Shadow Pea is going to be in the store next Monday.

It was in my store now it's gone, it was 250 seeds to unlock and 25 gems for 10x sp seeds and 10x ailmint family (i think).
There might be a quest for 50 seeds as well.

Personally i try to keep 3,000 gems as a reserve, i spent a lot on imp pear seeds so I'm saving up again.
@HenryThePear Just as @MAGICDAVESHROOM says, the shadow pea seed packet will be available to be exchanged with gems but this is an expensive way to get your plant levelling-up, I would suggest holding back the gem purchase until the last day to top up to the level you wanted, during the time it is on offer, there should be quests you can complete to earn seed packets for 'free'.
Most of us old players were able to get it to max for 'free' from the old Battlez streak system, the new Arena rewards in my opinion is not as friendly for new players as they made it out to be, maybe one day they have a change of heart but I would not hold my breath.....
@eieio_31310 @MAGICDAVESHROOM I missed almost all of the Lawn of the Doom events in the past? Do you know if Ghost Pepper and seeds for her will be available during the event. Is Ghostpepper usually available for gems?
I got mine for 80 gems when it came out. IIRC I think it was around Halloween time, so I would expect its return soon. A fun and cute plant to have, useful in Big Wave Beach as it floats above water.
Thanks for the info. I have her on my level 1 profile but miss out on her on my mid level profile. The Lawn of the Doom event should start next week and last for 2 weeks. Hope she will be available for gems. It is almost impossible to get seed packets for GP during the rest of the year :/
As eieio says, ghost pepper should be in the Lawn of Doom event around Halloween, as well as jack o'lantern and witch hazel.
Yes ghost pepper is cute and floats on water but i don't think it's much good as it explodes after a short while and doesn't do a lot of damage either before exploding or when it explodes.
Jack o'lantern is another not too good plant, fairly powerful but it needs micro managing.
Witch hazel is definitely the pick of the bunch, despite being nerfed against cardio zombie etc., especially if you have enchantmint.
