I recall I have seen some odd reports like this before and think it might have been device (graphic display) dependent. Could you give more details on your gaming device please like:
Manufacture:
Model:
Operating System version number:
This information would help the QA team to double check and replicate the issue and to get the devs to fix the fault.
I have this scrolling down problem too. In the plant select mode, I can't scroll down neither with touch or s-pen or mouse. I can select the upper plants on screen but nothing else.
All the other functions are working fine.
I am playing on a (new) Samsung Tab S8 ultra tablet with android 12. Modelnumber = SM-X900.
My previous tablet Samsung Tab S7+ did not have this problem.

Ofbyour part of the Dev team please inform them and try to resolve the issue
To solve this issue in Samsung tablets, just go to Settings->Display ->Camera Cutout and enable "Hide camera cutout" for PVZ 2 app.

I just recently bought a Samsung Galaxy Tab S10 Ultra and am having the same issue. Any fixes for this?
I think it might be an issue just on the Ultra's because of its wide screen? The best work around I have found is whatever plants you select most of the time, make them your favorites, so the are on the top part of the plant selection and you do not have to scroll down.
