Unlocking

I have seen many people to collect lots of seed packets for some plants and i just noticed that i have some plants with realy much of seedpackets, but somehow it doesn't let me unlock them eventhough i have quantity way above the required seeds i need to do so.

Tell me if i'm stupid and it doesn't work that way and its not the game thats buggy.
