Use of candy mints?

Previously we used earned candy mints towards leveling up the main (?) mint for each of the plant groups (offered for a week or more), but that seems to have been replaced with using gems to level up various plants (changes daily).

So a) how will options to level up mint plants be offered, and b) how will we use candy mints? I'm not seeing any way to use them currently.
