Under current store rules the profile you buy it through gets the full package and your other profiles just get the basic plant.

Since when do your other profiles get the basic plant? The bundles are limited to one profile only which means one profile gets the bundle and the other profiles get nothing.
I'd like to see buy 10 World seeds of your choice for 5k coins in addition to buy 20 of their choice. Sounds reasonable to me. They could even run it by World - today you can buy Egypt then Pirate tomorrow then Wild West the next day and so on. Buy only one plant per day. Maybe even one plant of each type per world.
