What's wrong with Penny's Pursuit?

Until this week, the time to restore the Zomboss was 12 hours, now it is 24 hours. The fuel recovery time was 15 minutes, now it is 25. There is no information about these changes anywhere. I returned to the game recently, about three months ago. So now I think that all these three months there was something like  discount, and now everything has returned to its place. Is that true? Or were we quietly just informed that we earn too much by Penny, and instead we need to donate?

Really strange season. Changing the arena rewards on the go, no mint in the store, now this...
