100% town center completion but only one skin

Maybe a dumb question but I've completed sundrop hills 100% but only gotten one of the main region rewards. Just wondering how to get them or are they just not available yet?

    You are able to get the showcased region rewards by talking to the Seargent Peel to the left of Major Sweetie.
