Spend some quality time in ops or the back yard with him. And level him up - you want those overheat and weapon upgrades, be it damage, fire, ice, etc. I'm working through leveling them now, they're quite difficult without the upgrades each time I start a new one.
As far as 1v1 vs. chomper, a better strategy, if you see him in front of you, is to put out a tackle dummy which will block the goop. If they burrow at you, then immediately send an imp punt into your tackle dummy. No more chomper, if he's trying to swallow you. Though if you're gooped before you see him, then kiss yourself goodbye, as with any other character. If you were swallowed when sprinting, then you might have been the victim of lag rather than the chomper. I have seen chomper players good enough to predict in time where I will be despite my sprint, whether they wait a moment after burrowing to chase, or pop right out and hit me with goop as the sprint tackle finishes.
Your tackle dummy is your friend - instant cover if you learn to position yourself to shoot from the right, instant protection from shuck shot or rose's spells, lots of uses.
I find that I use a more reckless style with all star when I'm on offense, and more cautious on defense. I don't know if that's good or bad. If the base is empty on offense, I'll sometimes just jump in, put out a tackle dummy or two, shoot at whatever I see and hope someone else follows me in. With 200 HP I can usually at the very least put one or two clicks on the capture meter.
All Star is a medium - short range character. Only the Cricket Star can be effective at long range. So don't even bother with plants that are further away.
Use the shields and the Imp Punt, but always keep the tackle for more delicate situations.
If you use the tackle right as a Chomper goes into burrow you can knock him out and deny it completely. And usually Chompers go directly into Burrow when they face an All Star.
If you are unsure if he will Goop you first just place a Shield to block it.
Then there is also a huge amount of Corn players that try to 1-shot you with the Shuck Shot. Just block that with a shield. Chances are even that they confirm you dead by simply seeing the damage dealt (to the shield) and then turn away.
The shield can also block an entire EMPeach. So once a Citron does not damage you anymore, an EMPeach could be on the way. And a shield is a good choice to react to that.
If a Pea Shooter is Hyper jumping around you, you can tackle them. Which is tricky and needs precise timing. But also rewarding.
Ultra Tackle is generally superior to the normal tackle, but requires way more time to recharge. The Ultra version seems to have a larger hitbox and tends to not get stuck as often as the regular one.
So generally: don't just spam the abilities and work on your aim with the All Star. Block damage with the shield and Imp Punt close enemies. Keep the tackle for specific situations.
You can even use the Tackle to escape or simply move quickly, by utilizing its momentum with well timed jumps.
Regular All Star deals a lot of damage but for that you need to learn how his projectiles behave. Tennis Star or Hockey Star have faster projectiles but also overheat faster.
(And Wrestling Star will always be the underdog with his slow projectiles)
As All Star, your worst opponents are the Chompers, the Cacti and ice variants that can easily freeze you. Keep that in mind.
