Are Electro Brainz too strong?

Electro isn't strong in general.  He just wrecks plants in groups with his arc damage from his beam.  Against a single target, he is solid but not overpowering.  A cactus with good aim will beat him at a sniping range and any peashooter can find him head on mid close range.  Corns are good against them too.

I suspect his arc damage will be dropped between 3-5 come next patch.
