The Torchwood only has 75 Health more than the basic Citron, Super Brainz and All Star which gives him the highest Health of any standard character but still less Health than the lowest Z-Mech.
I've both played the Torchwood and played against he Torchwood and he is not overpowered; like any character which you are facing who has more health than you the dumb tactic is to stand there in the open trading weapons fire with him; that tactic usually gets you vanquished when you try it against a Citron or an All Star and it certainly isn't going to work against a Torchwood.
You need to handle him tactically, just as you would a Z-Mech; if you're by yourself you flank him or come around to his rear, you make use of cover, keep your distance and make certain that your weapon is on target so that every shot counts. If you're with your team concentrated fire brings him down quickly with minimum losses.
Just because you feel intimidated by the character or you happen to be getting slammed by a really skilled player constantly or you just can't get a grip on how to handle one particular class or character variant it doesn't mean that the other guy has an unfair advantage because his character is over powered.
If I play multiplayer and some guy playing a Plumber keeps killing my Bandit Cactus over and over and that same player keeps achieving the highest vanquish total every game I don't blame the Plumber variant for being "over powered", I simply admit that maybe the Cactus I'm using isn't the best character to be using or I need to adjust how I'm playing or maybe the other guy is just really good with his chosen character and better than I am.

I'm afraid talk like this will get the new variants nerfed before I ever get a chance to play them.

No worries. While the development team might be prompted to investigate character balancing based on complaints like this they actually look at the data associated with that character during actual play. If the data doesn't back up the complaint then no changes are made.
Besides that, this particular complaint was posted here the very day the character was available to enter play so exactly how accurate could it be when nobody would have had any extensive playtime with, or against, the character? This one is obviously just a knee-* reaction to seeing what was formerly a Plant Boss being played in Multiplayer and assuming that the playable version capabilities are exactly as the Boss version.
