Unfortunately it's not a bug or a glitch; what you are experiencing is the vague "no guarantees" nature of statistical probability.
Even at a 75% drop rate there is a good likihood that a "losing streak" can developer and persist and that's what is occurring to you- the system is dropping you repeatedly into the 25% Something-Else category.
You'll eventually get your last key but nobody can guarantee when that will happen.
