It happens with all star dummies too. Only real thing you can do is destroy them as they show up. If you can pin down the player who does it you might be able to avoid them in the future, though that's about it.

Plants cannot damage/destroy iron maiden. Why not?

While cactus is on top in drone mode....

You are mistaken, they certainly can. You will notice the damage markers above the maiden as you shoot it.
If you figure out which player is doing it, switch to cactus and pester the hell out of them with your drone. Or find them with your character and keep blocking whatever they're trying to do with your own tallnuts or maiden. Even better if they are in a drone - your drone can push their body out of cover into a line of fire.

As @pandareno1999 points out, part the reason I find them frustrating as a cactus is you can indeed destroy your own cover even when behind it! You shouldn't have to destroy your own team's cover like that but sometimes you have to.
