Cactus' updated Popcorn upgrade doesn't work

Summarize your bug The March Balance Patch Details state: 'Cactus' Upgrade "Popcorn" Triggers on any vanquish randomly, not just critical vanquishes' doesn't seem to work
Steps: How can we find the bug ourselves? I am not sure.
How often does the bug occur? Every time (100%)
The update says that it should work on any vanquish randomly, however the ingame upgrade description hasn't updated and the ability still seems to only activate randomly on critical vanquishes. I tried killing zombies with rapid fire and on multiple levels of scope damage and the random mines only seem to appear when I perform crits. I tested it on the first Mount Steep battle chest challenge. Is popcorn's chance of spawning a mine lower when i kill someone without a critical vanquish or what?
