Can players create new characters that can be added to GW2?

I have an idea for a new character that i just made up myself and i wish i could make it come to life but what do i have to do to make it happen and will EA and PopCap approve of the character?

My New character is a Legendary Peashooter called Nuclear Pea: Ammo: 20: his colors are Orange, red, and blue. Health: 200, Max Health: 210. Description: Quite possibly the strongest out of all peashooters. His Nuclear peas and Uranium bean are a force to be reckoned with. His explosive Gatling will make the zombies think twice before entering the garden.

Attacks:

Uranium Bean: What's more explosive than a sombrero or chili, Uranium bean of course, toss this little guy out and the explosion will blow your mind...Literally.

Explosive Gatling, More potent than retro or regular gatling. Minigun-like firing with very explosive rounds dealing deadly fire damage.

Legendary Move: Hydro Flamethrower: Extremely damaging at long and close range with increased speed

I hope this character of mine will come to life one day.
