If I had to guess I'd say it was for two reasons. One, they wanted to artificially extend the life of the collectable aspect of the game, Which they did, but forgot that it's supposed to be fun not frustrating. And two, they probably are hoping that people will use real money to buy the coin packs in the store.
It's too bad though as the game is still fun even when everything is unlocked. That's why people like me played the first game for such a long time even though I had unlocked everything.

@homerd0h THIS! It would be one thing to say you can buy the legendary and party characters for $5 or $10 each, which in itself would be bad, but many people would accept it. But with the random system they're using, you could literally buy $100 worth of packs and STILL come up with sh--!
Pay-to-win schemes were designed to take advantage of people who want everything, but don't want to spend hundred of hours acquiring them. But for those of us who do play this game that much, Popcap does nothing for themselves by punishing us this way, except to turn their fanbase against them!
They should add a temie Easter egg in the game to activate it press left right left left right left right right on the d-pad and you would get a temmie ears cap for all characters and 25,000 coins. and there would be a voice clip SAYING "HOI IM TEMMIE" and then temmie village would start playing. HOW ABOUT IT EH?
I'm sorry but EA does not and never will own Undertale. Doing that would create copyright.
