It needs to increase more chance of getting legendaries and more chance of lethal.
Because control decks never has lethal and always for me lose as a Solar Heroes. I think Cornucopia needs to be buff in order to make Solar classes even good again since it has no good synergy decks.
So True, it should only create Super-Rare or Legendary Plants, otherwise it's way too weak!
If you believe Cornucopia is under powered, you probably don't have the proper deck to support it. I've seen a few solar decks lately that play 20+ removals while trying to stall the game until cornucopia joins the party. I'm yet to lose against that deck.
I once saw a Cornucopia spitting out another Cornucopia. It was pretty disgusting. From an empty board to full house and 2 lanes with team-up plants... 🥳
I disagree @OldSchool9210. A legendary card that is 6/6 and gives you up to 4 additional plants (effectively blocking all lanes) is underpowered? Legendaries are great to have, but to think that to play them is an "I win" button is flawed logic.

Control decks do not have an specific win condition.
Your win condition when you are playing a control deck is to outvalue your opponent. In other words, make your opponent invest two or more cards to kill one of yours. (For example, Pear Cub and Banana Split).
That is how you win. You stall the game up to the point where they run out of cards, and whatever you have in the board slowly kills him.
If you do not understand this, you will continue losing.

To be honest, whenever I play cornucopia, my opponent teleports in a zombot 1000 and he instantly wins the game ☹️ I think zombot 1000 should only destroy plants on the ground, not on heights or the water because this thing is instant lethal if you don't have anything to counter it.

I highly doubt this. Most Beastly decks out there are playing a pet deck. I am currently in Taco League and I can tell that it is PRETTY rare to see a Beastly control deck.
PLUS, the ONLY hero who can do the teleport + zombot combo is Inmorticia, and she is even MORE rare to see. But whatever, lets suppose that you have that bad luck and it ALWAYS happens to you.
Every legendary card has its purpose. Like Cornucopia is the "ultimate plant generator card", the Zombot is the "ultimate plant destroyer card". Even if Zombot ONLY killed the plants on the ground, it would not change anything. The enemy would just play Zombot on the ground, killing everything on the lane it is played and attacking as it would normally do.
PLUS PLUS, there is already a card that removes plants from the ground, Zombot Stomp.
Yeah, it doesn't KILL the plants, just bounces them back. But having a legendary card with almost the same effect as a normal card would be pretty boring.
