The OG GW lacks the monetization the other two have. Should be that simple.
And with the recent development of possible legal challenges hanging like a sword of damocles over online games i would even think that the legal department argued against it.
More players would mean more server capacity and at some point that money from sales will run dry which usually makes the financial departrment grumpy. With the other two there are coins and stars and all to sell for money.
The well recieved Dead Space remake also showed that once projected profits are not met the entire franchise can get axed.
Oiginally i had hopes that the Steam release of BfN and GW2 was there to get attention for an upcoming announcement. But enough time has passed to close that door.
And i don't even know in which condition Popcap is. A lot of talent seemed to have left and i could think that passionate people who had their carreer around PvZ have no say anymore.
But we have been there with the Command & Conquer franchise.
I have to agree with @Screion , even if I don't like that I'm sure the lack of monetization is the main reason. GW2's monetization was very similar to the original's at first, with just coin packs, but then it got all those upgrades, and BfN's monetization has always been egregious. I don't play GW that much anymore, but that's only since while I can still find games, they aren't always full, and 12v12 is where the GW games shine. GW is a such a great game and proof that the idea was worth continuing into GW2.
I also thought that when they brought GW2 and BfN to Steam that they were testing the waters for a new game, which we still sorely need as we've been pointing out for years.
We need some good news for this IP for once.

It's a genuinely baffling series. Its popular and the games get players and yet it still is actively held back by it's own internal affairs shooting itself in the foot every chance it gets
Bfn gets canned (and was itself made after the canning of several other pvz projects) but then we get the switch port, ok I guess they already had that on the way and now here's gw2 on steam okay the irons hot is there gonna be anything- Nope pvz's hope of gaining a console foothold and fans has now been shot to oblivion and since mobile game revenue makes more money than some states I doubt will see another attempt for a long time.Oh it seems they're actually gonna communicate with us and players just want something to see a light at the end of the tunnel and ah crap it's an anticheat that did jack*@*& and made the game worse to play.
Even when they outsource the series to other teams we just wind up with crap like pvz match.
Oh but don't worry guys the battle pass they're planning to put into pvz3 is definitely gonna help. Leaks also say plant food may come but that's still from older versions. How does pvz 3 seem to devolve everytime its tried again!
