I received a response from PlayStation Australia about the issue I'm having with the two upgrades for GW2. It'll hopefully be sorted out within the next 24 hours (at the time of this post).

For now they are exclusive to the packs. There is a small chance that it will appear in the future for sale from RUX. But, I expect that will be a very long time. Imagine how you would feel if you spent $20 on two abilities only to have RUX bring them a few months later. That would basically be theft on EA's part. Again, there is a chance but I wouldn't get your hopes up.

The after party pack that had the mood shield for the citron listed the abilities as rux abilities so it could be assumed that the citron shield would be available sometime thru rux at a later date.
The packs available for these new abilities, do not list them as rux abilities so who knows if they'll ever be available thru rux. - Anonymous8 years ago

I have no problems with them trying to make revenue for the game as long as eventually rux will sell them to us for coins.
All games have pretty much migrated to micro transactions to fund future and current projects its business, just don't leave out the ones
that have been there the entire time. I have 3 accounts with this game and will not pay out that price lol
I'm not buying them since I have all the character and for $20 I can get a new game for the whole family.
I was playing this weekend, I never see anyone using it or get killed by it. I guess parents agree this's not a worthy way to spend their precious money.
I guess it will take a year before this will be sold by Rux (until the one bought it forget about how they get it).
^---I think the 10 dollar price is totally worth it if:
A) What people pay for the product actually gives them the product (which people are complaining that the money does not do).
and
B) People do not have the characters in the pack.
- @Superjesse124, good explanation. I only disagree with the future parrot. It could be deadly against chompers and cactus. Try it again I think it's a bit better than the regular one. The damage is insane...12 damage it's like a flying mech
i bought both packs, although i have some problems with these kind of packs
1.) it's too expensive. it would've been much better and fair to have ONE Pack for that money.
so it feels like a rip off...
2.) these packs are more for the Newbies... HELLO EA and POPCAP, what about your loyal players, who played this game for 6 or 12 months or maybe longer?
they have every single character, so much money for a new ability? that's just not fair. golden stars, rainbow stars, coins... whatsever, i don't care about that
i only care about new abilities or new other items like hats
these packs leave a bad taste in my mouth, it feels like a rip off, sorry to say (and yes, i know, it's my choice to buy or not....)

The problem is they don't care about feed back. There is exactly one way to show disapproval, don't buy the product. This isn't a shot at you or anyone else. I am just setting the record straight. Companies care about getting the sale, not keeping customers happy. They will push customers with as much as they can get away with.
I don't know if I was just more naive when I was younger, maybe it is just my imagination. But, I don't feel like I was squeezed for money back in the 90's and yearly 2000's like I am now. I would go to a store, read a price tag, decide if I wanted it, and if I did purchase it. (Don't mind me, EA's recent nonsense has shown me how bad things have really gotten. Its just got me a bit upset.)
