I really enjoyed the new patch, and I think most of the things your tried to fix, are indeed fixed.
I agree that you should still look for now overpowered/underpowered chars - as I believe you collect data from all matches and data of which characters are being overused, as well as keep improving the way the game uses memory and processing power. (My game still has a sound bug that seems to cut every sound in the game 0,1 seconds after it has started)
A few comments on rose, though:
The new base damage and DPS for the regular rose seems ok by me.
The one thing I really agree with some of the players on this topic is that Rose's homing attack is difficult to understand. I really have a feeling that sometimes I aim the same way I did before and the homing effect feels different. It would be interesting to know exactly how it works.
Also, toxic Rose seems to be doing really low damage compared to other variants, I know she has AoE and DoT effects, but when you find yourself against a bucket zombie and take 1 hour to kill him, makes you think twice about playing with her. Also, if you are fighting agains , say, 5 regular zombies, I feel I can kill them all faster with the regular rose than with he toxic variant. - Notice that I'm using an exemple of a garden ops game, and not a multiplayer one.

Same comments cropping up by players.
Rose is definitely trash now, agreed. It would take forever to level her up due to the weak and insanely low damage output across the board, and the charged shots are just so...well, pathetic.
Lag and loading times have increased.
Hits aren't registering properly.
Zombies are overpowered and every game mode seems to be a landslide, one way or another and it's generally favouring zombies every time.

Yeah i tryed yesterday the Base Rose Joker.
Rose is my favorite character but i only use Fire and Ice and the base wasnt even Specialiast... i was really impressed. The base one seems not very weak at all but at least decent... i guess i'll give her one more try. Anyway guys i though all night to some patch balance changes.

Ok the problem with the Scientist is actually not working as intended and the fact that the heal ball is underestimate while the most effective and safe heal is a proof that this class is actually more like a super safe- assassin. While not drastically nerf, for the moment let's reduce his impact and safetyness in the game"Science takes a lot to understand, boys" Scientist Warp Increased stacking skill cooldown: +10 seconds and after you warped you can't warp again for the next 8 seconds.
Encouraging people from playing a support role, a little buff to compensate
"Im a support sob :c" Heal Ball cooldown reduction: -2,5 secondsPirate:
Sharkbite, is a bittle overpowered but for the moment let's just reduce little numbers
"Little shark, did i have to take you to a dentist?" Sharkbite zoomed attack damage reduction to 30 from 35
S.Zombie
S.Zombie is a expression of a poor game design , the fact a character that is supposed to tank has so good utility and high damage means his kit is overload.
"Hey i have a Laser beam , use me thanks" Hero Dash: cooldown increased: +5 seconds
Hero Turbo Twist: this is supposed to be a kitable(something you can attack but taking distance from him)tank that give his allies a good slow in order to prison his enemies. If he didnt had a dash he could be quite balanced.
"Are you kitable right?" : movespeed reduction while in turbo back to 60%
"Hei, i have 200hp, you didnt notice?" Damage reduction nerf: from 50% to 33%
"Spin to win is no more an option" Damage per tick reduction from 8 to 5.Soldier:
Let's buff the impact of the smoke screen as a zoning move:
"What the...did i ever used this move once in this game?" Smoke Damage: +2 Damage per tick.Imp:
This guy shouldnt be encourage to play in first place with a health buff, but buffing impkata making the move an high risk high reward, for example giving him some little buffs after you kill someone like cooldown reduction on his mech, little bit damage, more extra ammos or reload faster or something like that (without making him OP), the health imho shoulded be 50, this guy is little and should reward enemies when shooting at him, something actually is not happening.
Anyway for the moment:

The actual problem with Rose now is the fact you have to lead personally your shoots (the homing doesnt work except in specifically ranges, this girl need a help)

"Why did i ever picked this variation, holy moly" Fire and Ice one charged attack: You can jump and move.
The Fire and Ice one pick potential was that charged attack, so you could exchange some dps in order to have a slighty advantage in shorts trades, consider her range and homing nerf now there is no reason at all to not bring back them mechanics, consider you have now to stack backline and face most of toxic character to deal with (S.brainz and scientits) while your job is protecting your team-mates making this charged attack so much risky for no reward make yourself in a spot where you cant even protect yourself and no reason at all to be picked instead of the Base Rose One, also mechanics skilled players will play her and making themself more skilled, something the game should encourage since support role is very needed in the game.
"Lets pay some tax" Fire Charged Attack Damage Reduction: 50 to 35.
Ok Ice need to freeze people and since now is more manageable as a Rose this lady need an help, but making his kit balanced and the charged attack not giving her too much dueling 1vs1 potential isnt' very hard. So here we go.
"Now i'm useful, yay" Ice Charged Attack: Can now instafreeze.
" Wtf, i cant 1vs1 an imp?" Charged Attack Damage Reduction: 35 to 10.
"Oh, seems i have consumed all my arrow, where did they go?" Now his charged attack consumes all your ammos.
" This wand is so heavy to manage" Increased Reload Time: 1,5 - 2,5 seconds.Consider now his charged attack consumes all your ammos and forcing you to reload (which takes a lot) will not abused to having a great advantage in the first moments of fight giving your opponents some chance to counterplay.

Hello there! I have already offered feedback in other threads, and I have done well with third person shooters in the past, as well as with both Garden Warfare titles. Making a bunch of drastic changes to all the characters on a monthly basis may not be a good idea, and I'd recommend checking out my stream:
