I have been testing Anti-Rose characters for days, and I found Super Brainz and the Scientist (especially the Paleontologist) to be very effective against her.
I made a video where I show some strategies and plays you guys could use if you are having a rough time against her.
While I still think she needs a nerf (and Popcap is rightfully doing so), these 2 zombies are great against her:

There are no characters in the game that can fight her 1 v 1. Having 2 crowd control abilities, 1 immunity and homing shot ensures this. Who ever designed Rose needs to be fired. At most she should have 1 CC ability and her damaged reduced to 4-5 dmg per hit or the range of the homing reduced to close range. It's sad enough a stock Rose can own the battlefield... A fully leveled up one is LOL... Improved homing and dmg = massively OP.
The only time you can kill her is when she burns both CC's before attacking.

It has been confirmed Rose is OP. There are zero counters to her when all of her cool downs are up.
